Use of cloud computing is offering significant benefits for public sector. It increases public management efficiency, optimizes the use of resources and leads to modernization of the public governance. The digitalization of the public governance is identified as a key challenge of contemporary governance. Adoption of cloud services in public sector may play an important role in increasing efficiency of public service, although public sector is the most reluctant sector when it comes to migration to the cloud. The scientific discussion is mainly concentrating on technological level of the application of the cloud. There is a gap between the practice and empirical research of cloud application in public governance especially at municipal level. The Master Thesis main research subject – application of cloud computing in public governance. Research aims at analysing the cloud computing as precondition for modernization of public management and identification the main factors for efficient application – at national and local level. The first chapter is concentrating on main trends of the modernization of the public governance and definition of the cloud computing. In the second chapter the analysis is focused on the experience of the advanced countries in application of cloud computing in public governance. It also aims at identification of the main success factors for its efficient application The research of the experience of the application of cloud computing in public governance in ten countries suggests the conclusion that each country has to identify its personal unique cloud application model. The final chapter is exploring the status of the application of cloud computing technologies in Lithuania at national and local level. The analysis of strategic and legal documents provides the state–of–the–art of the cloud computing in national public governance level. The structural interview of the public officials in Kaunas City Municipality provides the basis for the analysis of the application of cloud computing at local level. |
