The main factor guaranteeing regional competitiveness is innovativeness, which is determined by the absorptive capacity of subjects, acting in a regional innovation system. Small countries, including Lithuania, must understand its regional peculiarities and use various measures for the promotion of their absorptive capacity. This implies the aim of the research – to substantiate the model of absorptive capacity’s development of regional innovation system, identifying institutional factors. |
