In many countries public administration institutions are under pressure to improve public sector performance and cut expenses growth. Representatives of the National Audit Office in London (2012) claims, that many public administration institutions face a lack of accountability due to deficiency of reliable information on the institution's performed functions expenses, employment and benefits provided. In order to effectively use their performance, institutions depend on functions such as staff, documents, financial and information technology management. These functions help to ensure smooth operation of the institution, therefore public administrations must assess how to implement these functions more effectively and anticipate opportunities to reduce costs. Increasing the efficiency of the staff, documents, information technology and financial management functions contributes on achieving the efficiency of the financial management of the entire country. All of this reflected in Lithuania as well, where the efficiency of public administration institutions performance is aspired by increasing efficiency of the above – mentioned corporate functions (i.e. staff, documents, information technology infrastructure and internal administration information systems and financial management). The corporate functions help to ensure of the main institution processes; therefore the information related to the mentioned functions is very important for the decision-makers. Although, various public administration institutions are operating in Lithuania, this work analyzed of the corporate functions effectiveness of Taurage District Chief Police Department. The author of the final project is an employee in this institution, therefore, the aim is to contribute to the improvement and efficiency of this institution. The corporate functions effectiveness of the institution's rating was done for the first time, which may help to improve the results of the performance as well as to control future performance and identify areas for improvement. The problem of the research – how effectively the corporate functions can be implemented in the Chief Police Department of Taurage District? The object of the research – efficiency of corporate functions in public administration institutions. The aim of this project – determine the level of corporate functions efficiency in the Taurage District Chief Police Department and provide direction for improvement. The following methods were used to prepare the project: analysis of scientific literature, analysis of strategic and law documents, comparative analysis and evaluation. Applying the method of scientific literature analysis, the concepts of performance evaluation and efficiency were analyzed, also the significance of corporate functions efficiency evaluation of public administration institutions was revealed. Using the analysis of strategic and law documents, the main laws, strategic documents and programs regulating the activities of public administration institutions and its efficiency were examined. The criteria required for the evaluation of the efficiency of corporate functions, their definition and ensuring the reliability of the collected data were also analyzed. An evaluation method was used to conduct the study. According to the researched institution data of 2019 an evaluation of the corporate functions effectiveness was performed according to the approved performance evaluation criteria. In order to confirm the results of the evaluation, a comparative analysis was performed, this identifies strengths and improvement areas for the institution's activities. Based on the analysis of scientific literature and strategic and law documents, the assessment of the corporate functions efficiency of the Taurage District Chief Police Department revealed that the corporate functions are implemented in the institution quite effectively. The received costs of the institution's staff administration and accounting functions do not exceed the national average, therefore processes are going efficiently. However, it was also revealed that the management of documents from the corporate functions in this institution is done inefficiently, therefore, it is necessary to take in the consideration the identified deficiency the possibilities of improving this function. |
