The topic of this thesis is the evaluation of fiscal decentralization of Lithuanian municipalities. This topic is relevant because the incompatibility of functions delegated to municipalities and the financial resources required to them is one of the main reasons hindering the sustainable development of Lithuania municpalities.This thesis analyzes the theory of fiscal decentralization, dicribes possible theoretical solution for the distribution of management function between different levels of governance. |
