Participation of citizens – the main condition for functional democracy. Involvement of citizens into the processes of public policy not only helps government representatives to understand existing problems better and to make right decisions, but also exaggerates society‘s trust in government and ensures support for society and democratic regime. Participation of citizens is most likely to occur in self-government (municipalities), because governance here is closest to its people. However, researches show, that municipalities understand their communication duties with citizens as giving information to them, visitors reception, answering for requests, but not as creation of close co-operation forms. It is not studied, why problems emerge in municipalities, how position of citizens can determine decisions, what disputes, discussions have overcome or how citizens evaluate final results. Citizens are not happy with the quality of public services or the ways, how society‘s life management are dealt with and do not understand themselves as a potential political actors. |
