Abstract [eng] This master's thesis examines the development of cybersecurity skills among National Defence System personnel through distance learning. The aim of the study was to improve personnel cybersecurity skills by developing a virtual learning environment. The research included a review of scientific literature, a survey of National Defence System personnel, an analysis of reports published by the National Cyber Security Centre, and a comparative analysis of the Moodle and Open eClass virtual learning environments. The findings revealed that the human factor remains one of the main cybersecurity risks, while existing training solutions are often insufficient for developing practical skills and maintaining learner motivation. Based on the research results, a virtual learning environment was designed and implemented to support cybersecurity skills development. The system integrates structured training courses, an automated assessment subsystem, learning progress monitoring tools, discussion forums, and automatic certificate generation. User evaluation results demonstrated that the developed platform contributes to improving cybersecurity knowledge and skills. The study confirmed that a specialized virtual learning environment can serve as an effective tool for strengthening the cybersecurity resilience of National Defence System personnel. Furthermore, the developed solution provides flexibility for future expansion and adaptation to the needs of other organizations seeking to enhance employees’ cybersecurity competencies.
