Abstract [eng] The master's thesis examines the managerial factors that create the conditions for citizenship education through the implementation of challenge-based learning in Lithuanian general education schools. The object of the research is the managerial factors of citizenship education in implementing challenge-based learning, and the aim is to reveal these factors. To achieve this aim, the following methods were applied: analysis of scientific literature and theoretical modelling, content analysis of European Union and Lithuanian educational normative documents, a comparative analysis of good practice examples from Finland, the Netherlands, and Austria, and an empirical study in Lithuania — a qualitative semi-structured interview with seven informants (general education school directors, deputy directors for education, and teachers), the data of which were analysed using deductive qualitative content analysis. The constructed theoretical model groups the managerial factors into five interacting groups of conditions: strategic, organisational culture, structural, external interactions, and professional development. The empirical study confirmed the relevance of these groups in the Lithuanian context but revealed the unevenness of their implementation. Based on the results, recommendations were formulated for the Ministry of Education, Science and Sport of the Republic of Lithuania, general education schools, and teachers.
