The lack of knowledge, experience and strategy characterizes the management of public sector property. Frequently existing assets are assigned to the functions of state and municipal institutions, although it should be the opposite: the functions assigned to the state should determine the need for real estate [1]. Municipalities lack strategic management tools for facility management, e.g. systems for assessing the suitability of buildings for their functions, methods of technical and functional criteria monitoring and assessment, collection and assessment of data and decision making regarding the RE use model. The aim of the work is to develop methods for managing municipal residential buildings. A model for managing municipal residential buildings was developed which encompasses a system of requirements for the buildings, assessment of compliance of the buildings with the set requirements, rating of the buildings based on their compliance with the applicable requirements and assessment of the decision-making on alternative possibilities of RE management. A criteria system for the assessment of municipal residential buildings based on construction regulations, municipal functions and public administration requirements was developed. The significance of the compliance of the buildings with these requirements was determined. The model was applied in practice to assess the social housing of Kaunas Municipality. The suitability of the model for the formation of the priority queue of the alternative facilities of social housing was substantiated by the received objective and qualitative indicators of building assessment, data processing using recognized methods of analysis, economic calculations and the suitability of the received results for use in the decision-making process regarding the suitability of buildings for specific functions. |
