Abstract [eng] The relevance of the research. Decision making is the daily routine of politicians and the public sector institutions. The government is one of the main political institutions that takes important decisions at the state level. Nowadays, the decision-making process is becoming more complex and more difficult to manage. The decision-making process is influenced by the rapid development of information technology and the challenges posed by globalization. In such circumstances, a situation arises when it is necessary to improve the decision-making process of the government, to adapt decision-making models to the needs of the present-day state. The novelty of the research. In the scientific literature the decision-making process of the government has been studied for decades. However, no detailed researches about what the model of public policy decision-making prevails in the decision-making process of the Government of the Republic of Lithuania have been done. Also, no detailed researches what should be the optimal model for government decision making have been done. The research object is the decision-making of the Government of the Republic of Lithuania. The research subject is the decision-making models are applied in the decision-making process of the Government of the Republic of Lithuania. The aim of the research is to analyze the decision-making process of the Government of the Republic of Lithuania and to make recommendations for its improvement. The objectives of the research are: 1) to carry out the analysis of public policy decision-making process and models and identify the features of the conceptual decision-making process; 2) to analyze the legal environment of the Government's decision-making process in Lithuania; 3) to investigate the decision-making process of the Government of the Republic of Lithuania, the decision-making models applied therein and submit proposals for its improvement. The research revealed that rational, mixed scanning and naturalistic decision-making models predominate in the government decision-making process. The analysis of the results of the research revealed that the decision-making process of the Government of the Republic of Lithuania is characterized by the following features of the conceptual decision-making process: transparency, publicity and interdisciplinarity. During the expert interviews, experts highlighted these strengths of the Government's decision-making process: inter-agency cooperation in decision-making, detailed legal assessment of all legislative initiatives, and cooperation platform for strategic issues with stakeholders. Experts identified these weaknesses of the decision-making process of the Government: the long-running decision-making process, the lack of use of evidence-based information in the government's decision-making process, insufficient government cooperation with stakeholders, and insufficient attention to problem analysis. The main directions of improvement of the decision-making process of the Government of the Republic of Lithuania are: 1) more attention should be paid to evidence-based decision-making, 2) more attention should be paid to the involvement of the interested groups in the decision-making process of the Government, 3) more attention should be paid for the analysis of alternatives of decision. The results of the research may be useful for the government, because these results show the strengths and weaknesses of the government's decision-making process. In the first part of the work the definition and significance of the public policy decision-making process, theoretical models of the public policy decision-making process, and the features of the conceptual public policy decision-making model were analyzed. In the second part of the work described the legal environment of the decision-making process of the Government of the Republic of Lithuania. In the third part of the work the analysis of the decision-making process of the Government of the Republic of Lithuania was done.
