Unemployment is a phenomenon, typical for the countries of the market economy, which shows, that persons who are able and willing to work, do not have a job. The problem of unemployment is analyzed very often, different strategies and programmes are created with the main goal to establish more workplaces and to reduce unemployment. Panevėžys is the fifth biggest city in the country according to its population, but the high level of unemployment dominates in this town. The situation in the labor market of this city reflects that the problem of the level of unemployment and the assessment of the possibilities of its reduction is rather a relevant problem. The object of the thesis. The possibilities of the reduction of unemployment. The aim of the thesis – to perform the assessment of the possibilities of reduction of unemployment in Panevėžys city. Tasks of the thesis: 1. To analyze labor market structure and unemployment problems in Panevėžys city. 2. To reveal the causes, consequences, and means of reducing unemployment as an economic phenomenon. 3. Provide active and passive labor market policy measures. 4. To evaluate the influence of macroeconomic factors on the unemployment indicators of the city of Panevėžys. 5. To carry out an evaluation of Panevėžys city labor market policy measures. After the performance of the tasks of the thesis, it was revealed that the higher is the demand of the workforce in the city, the smaller is the level of unemployment, and the possibilities of being employed are bigger. It showed up, that vocational training is one of the measures of active labor market policy, defining the reduction of unemployment in Panevėžys city. But, in order to further reduce the level of unemployment in this city, it is important to promote entrepreneurship in order to increase GDP. This would promote the growth of inner demand, the establishment of new companies, the growth of a number of independently working persons, the expansion of business and would attract foreign investors. The attraction of foreign direct investment (FDI) to Panevėžys city would directly contribute to reducing unemployment, increasing wages and improving the quality of life. |
