In recent years employement problem in European Union is named as one of the most pressing social and economic problems. In all EU countries ALMP Measures is applied to combat unempolyment. In Lithuania since Labor Exchange started its operations in 1991, ALMP is applied. ALMP effectiveness evaluations were carried out in a number of EU and other European countries. Most researches in Lithuania about ALMP Measures were conducted by the scientists of Labor and Social Research Institute – Pocius, Okunevičiūtė Neverauskienė, Gruževskis and many others. However, ALMPs research topic still remains relevant. The final Master’s thesis analyses what ALMP Measures is applied to unemployed in Vilnius Territorial Labor Exchange of Vilnius City and what benefits unemployed experiences, in pursuance to partialy repeat Okunevičiūtė Neverauskienės and others 2007 research and determine how unemployed opinion has changed about ALMP Measures applied to them. Reasearch object: Active Labor Market Policy Measures. The aim of the reaserch is to evaluate application of ALMP Measures in Vilnius Territorial Labor Exchange of Vilnius City. Tasks: 1) analyze content of ALPM Measures in the EU, objectives, funding and evaluation methods; 2) discuss ALMP Measures system in Lithuania; 3) to analyze ALMP Measures in Lithuania and in municipality of Vilnius City in 2012-2016; 4) to investigate the unemployed opinion about ALMPs applied to them in Vilnius. The main respondents difficulties when integrating into the Labor Market is: older age, the wrong profession or lack of it at all and having additional support in Labor Market. During Okunevičiūtė Neverauskienės and others 2007 research the most frequently applied measure of ALMP was subsidized employment, public works and job skills acquisition support, and Vilnius Territorial Labor Exchange of Vilnius City has applied vocational training, subsidized employment and public works. Most of the respondents hoped to stay in the same job for permanent work and find at least a temporary source of income. It follows that the respondents expectations were met. Participants welcomes the benefit of ALMPs, because participation in these measures gives them the material, psychological and social benefits. First of all, they emphasize the material benefits (payroll receipt), professional knowledge and skills acquisition, followed by psychological (improved mood, came the desire to change something in life, etc.) and social (there are more friends, acquaintances, improved relationships with others, and so on.) effect of measures. Identified different ALMP Measures, after which best employment results was observed: in the research Okunevičiūtės Neverauskienės and others 2007 – subsidised employment and job skills acquisition support and it this research – vocational training and subsidised employment. Application of public works gave the worst result in both researches. Revealed additional need of material, psychological and social support in ALMP. The obtained data can be used for further ALMPs researches to evaluate variation of ALMP Measures participants opinion about measures applied for them. |
