Abstract [eng] Health care sector advancement depend on innovations. Healthcare sector in Lithuania is one of the most advanced public management sector because as all European Union states carry out reforms. To prepare European strategy ‘‘ Europe 2020‘‘ for 2014-2020 years provide targets to improve health care activities through innovations. Innovation in healthcare helps take up the challenge of sustainability in the sector in the context of demographic change and action to reduce inequalities in health is important to achieve ‘inclusive growth’. However, innovation is not only technology and new products. It is also a health care organization and structure, resources use and systems for financing innovation. Health care helps reduce health care costs and improve quality. Many institution have the principal aim for strategic planning to improve technological innovation and commercialization connection and together ensure health care safety, quality and efficiency. Another innovation develop e-Health solutions deployment and interoperability, for example, to improve cross-border use of patient register. The object - innovation strategic priorities in the health care sector. The aim - to describe the expressive dimension of innovation strategic priorities in public health care organization. There was done analyzis of innovation strategies types prioritizing problem which shows that authors analize scientist works the different types of innovation strategies in the health sector their benefits and problems , also they research what is external and internal environmental factors influence the formation of innovation strategies. An analysis of the types of innovation and their deployment aspects of theoretical assumptions, found that without innovation installation unimaginable no one puclic sector especially health care organizations. It is clear that succsess innovation process is possible there where contol system can fast and exactly analyze and evaluate innovations, to make decisions about the various types of innovation installation, reorganize technological and manufacturing processes, etc. To seek administrative effectiveness in health care sector, strategic planning can give big opportunities. The analysis of the organization operating the external environmental factors can predict which type of innovation strategy needs changes same it should be given priority to formation the institution innovation strategy . According to research can say that the biggest impact of innovation strategies in the public sector has done political and legal aspects. The analysis of the literature shows that the biggest impact feel in the innovation priorities, it is employees and leader. Empirical verification of an innovation strategy priorities determination theoretical model shows that is necessary and useful product innovation, although a big part confirmed that social innovation necessary. During research open three the main political aspects: municipality, the state and the European Union. Two aspects of personnel: a qualified staff and competent leader.
