On the 7th of September, 2009 Department of National Archive of Republic of Lithuania published specification of official electonic document – ADOC and obliged all public institutions to adjust their document management systems in compliance to ADOC specification requirement till the 1st of December, 2010. ADOC specification defines enveloped, structured and XAdES digital signature containing electronic document that is the same legal value as a traditional paper document. Review and comparison of most popular document management systems revealed that up to this day no one of the analyzed systems is ready to accept and work with ADOC specifications compliant electronic documents. In this work, detailed analysis of more than 20 international standards and national laws was completed to create conceptual model of electronic document management process. Model was adapted to Lithuanian legal and technological environment and specification of ADOC electronic documents management system was prepared. According to the prepared specification, ADOC electronic document management system, applicable to small public institutions, was designed. In the system realization stage, the main system module, encompassing ADOC XML structure transformation, document search and preview functions, was developed. System was tested in a real practice of two companies. Survey, revealing system quality characteristics, was carried out. |
