Master's thesis raises the problem – how waste management policy is implemented in Palanga municipality, as it must be conducted in a manner consistent with the goals, objectives and tasks raised by the European Union and Lithuania. This policy is to be implemented through the measures which providethe residents and the guests with the waste management service which ensures hygiene and environmental requirements. The object of this Master's thesis is waste management policy, while its subject is implementing waste management policy in Palanga municipality. The aim of the Master's thesis is to analyze the waste management policy of Palanga municipality, and in order to achieve this aim, objectives, which define the concept and the basic principles of waste management policy, have been raised. The thesis also analyses waste management policy in the legal regulation as well as the institutional framework and assesses waste management policy conducted by Palanga municipality and provides guidance for its improvement. The first chapter analyzes the waste management policy and the basic principles in the context of sustainable development, the hierarchy of waste management and its principles as well as classification of waste and the most important sources of waste generation. The second chapter identifies the legal regulation of waste management policy of the European Union and the Republic of Lithuania and characterizes the institutional framework of waste management policy. By using the method of analysis of documents and statistical data, the third chapter analyzes the peculiarities of waste management system of Palanga municipality and provides recommendations for its improvement. The method of analysis of statistical data applied while doing the research made it possible to provide relevant information about how the municipality of the town Palanga implement waste management policy, how the waste management tasks, regulated by the state, are carried out, to assess the effectiveness of the measures, which are applied in order to carry out those tasks. The research method applied in the thesis allowed to identify the problems of the waste management system organized by Palanga municipality (waste sorting, the implementation of the principle 'polluter pays', inter-institutional cooperation) and make recommendations for their solution. |
