Abstract [eng] Master's final project analyzes the purses of social support through the implementation of Lithuania Kaunas Municipality case. The theoretical part of the project examines social policy concept and principles of social protection policies in the context of the formation of the welfare state and the principles for cash social assistance and supplies. The second chapter analyzes the financial social support legal regulation. The research part of monetary social assistance implementation examined on the basis of social support field-based experts opinions and comments. The research problem - Is Kaunas City Municipality implemented on cash social assistance policy is appropriate and effective? The object of research - monetary social assistance. The aim of the research - to assess the financial social support measures for the implementation of Kaunas city municipality. Project objectives: Identify the social policy of the theoretical characteristics; to analyze the cash social assistance legal regulation; rate of social assistance policies in Kaunas city and to make recommendations and suggestions on how to improve this area. Research methods - a qualitative study using semi-structured interviews conducted in the scientific literature and analysis of legal documents. A qualitative content analysis study included 9 experts. Results of the study: the social assistance policy in Lithuania and Kaunas City, assessed differently. Efforts to encourage unemployed people to enter the labor market, infertile. Constantly given a monetary social support forms particular social groups, their whole life livelihood becomes social benefits. Cash social assistance directly do not reduce poverty in the country, it helps to survive those who already live in poverty, and provide assistance to workers, but also low-income earners. Laws providing financial social support to keep the additional modifications in response to the situation, but still not sufficiently clear. Most worked decision on public interest activities carried out by the municipal wards. The investigation has shown that access to cash social assistance are abused, who also revealed another problem prevailing in the country, it is the shadow economy. Abuse cases is difficult to prove because of the lack of direct evidence.
