Abstract [eng] Implementation of e-learning course or web page can be performed by many kinds of IT utilities and services like e-mail, chats, forums, presentations and others. Currently there are thousands of programs and they are developing every day. There are many very functional commercial programs, but mostly they are very expensive, their source codes are locked and it is difficult to adopt or develop them. Alternative for commercial software is open source or freeware. On the other hand, most of such programs are ragged, their interface is difficult or functionality is very poor. Main aim of this work is to develop a tool for project manager or teacher, which at implementation or assess phase of project would help to prepare a development scenario and provide a list of all open source or freeware software needed for entire e-learning process. The main steps of development a scenario and software selection tool is discussed in this document. In project part of this work you will find the main technical and design issues of selection tool that was developed during master course. Scenario of e-learning and software selection tool was tested and implemented for users.
