Thesis urgency. Aging of residence as the result of low birth rate and growing life duration predetermines increased demand of health care services, increase of number of pension age residents and decrease of number of residence of active working age. It could be stated that Lithuania faces demographic recession period. In order to manage decrease of number of residents one should control emigration, unemployment and stimulate birth rate. Therefore, in order to manage demographic recession and form the policy oriented to improvement of the existing, first of all, one should clearly determine tendencies of development of the country as an institution, vision and related priorities. Increase of number of residents may be impacted by various administrative, legal, economic and social instruments. Properly developed and implemented public solution would enable gradual increase of number of Lithuanian residents and growth of the State with economic view of future perspective. To achieve better results it would be reasonable to carry out economic effectiveness assessment of public solutions, which would help to find the most effective ones. Birth rate programme effectiveness assessments were not the subject to analysis, so the topic has been still urgent. Thesis object – economic effectiveness of the birth rate program. Thesis objective – to propose the method enabling evaluation of the birth promotion programme economic effectiveness, as well as evaluation of economic effectiveness of birth promotion solutions taken in Lithuania in 2008, using this method. The following tasks were set to achieve the Thesis objective: analysis of Lithuanian and foreign theoretical literature related to the topic of assessment of economic effectiveness of birth promotion programme and public solutions, analysis of methods, which would help to evaluate public solutions and economic effectiveness basing on scientific literature, development of method for analysis of birth promotion programme economic effectiveness assessment, analysis of economic effectiveness of birth promotion programme applied in Lithuania in 2008 and provision of recommendations. Thesis results. After analysis of scientific literature it could be stated that family policy and demographic topics, which also overview the birth rate topic, are analysed and assessed widely and in details, but there is no unified method for assessment of birth promotion programme economic effectiveness, and birth promotion programs were not analysed in details. There was a dynamic comparative analysis method developed considering the analysed scientific literature, which helped to analyse all birth promotion instruments implemented in Lithuania in 2008. After the analysis it emerged that the birth promotion programme applied in Lithuania in 2008 increased the number of residents, though the number of the country residents did not increase due to high immigration level. The expenses related to birth promotion were abnormally high, so it could be stated that the birth promotion programme was non-effective economically, so it is recommended to allocate more funds from the budget to reduction of immigration rates to stop decreasing of the country residents. |
