The activities of the public sector and the organizations operating in it are directly related to the paradigms of public sector governance and their transformation, which intensified in the 20th and 21st centuries. With many issues arising in political agendas, seeking to adress the problems of citizens and introduce them with better, more effective solutions, public sector organizations are increasingly being delegated with a function to response social, economic and other challenges. As the approach to public administration and the goals being pursued shift, the role of institutions in creating and providing public services to citizens has also changed. The inclusion, participation and empowerment of members of society to co-create public services that meet diverse needs becomes a prerequisite for value co-creation in the public sector. The transformation of the role of the citizen as a service recipient, user, co-creator or initiator has been studied in the scientific literature for more than a decade, and the promotion of a citizen-oriented approach, which is one of the essentials when creating public services is observed. This change helps to disseminate social and public innovations, strengthens the participation of citizens, helps to empower members of society. Public services rarely operate in isolation, they are often provided in inter-institutional networks – service ecosystems; creating services within these ecosystems promotes the spread of a holistic approach. It is recognized that culture and public participation in it promotes development, social cohesion, inclusion and significantly monitors the resolution of challenges faced by members of various communities. Therefore, it is relevant to study the variety of enablers and barriers to promoting value co-creation in the public cultural sector. The scientific problem is formed by the question - how is value co-creation enabled in organizations of the public cultural sector? The object of the research is the empowerment of value co-creation in organizations of the public cultural sector. The purpose of the work is to publish the value of the organization in co-creation in the public culture sector. Research objectives are: 1. to reveal the problem of enabling value co-creation in public sector organizations; 2. to theoretically substantiate the aspects of enabling value co-creation in organizations of the public cultural sector; 3. to prepare the research methodology for evaluation of enabling co-creation of value in the public cultural sector; 4. to empirically assess the value of co-creation enabling in organizations of the public cultural sector. Research methods: scientific literature analysis, qualitative content analysis (data collection methods: collection of public documents and semi-structured expert group and individual interviews). The research revealed that the value co-creation in organizations of the public cultural sector is enabled, and at the same time, barriers are created by technological, organizational and individual factors. |
