Abstract [eng] The relevance of the research is based on the fact that in the end of the twentieth century and the beginning of the twenty-first century public administration reforms usually aim to attract more involvement of civil society addressing social problems. Public sector institutions employ inter-institutional cooperation mechanisms, in which one of the partners – non-governmental organizations – are perceived as intermediaries between citizens and public administration institutions. Non-governmental organizations (NGOs) operates in a wide range of areas, they solve problems in areas where the public authorities are less mature. Meanwhile, public sector allocates resources to NGOs. No exception is domestic violence problem, which has become one of the public sector tasks. To address this problem, in 2011 Republic of Lithuania adopted anti-domestic violence law, which indicated that in order to implement protection against domestic violence relevant authorities will have to cooperate with NGOs, whom will provide specialized assistance to victims.
