The relevance of the research. Sustainable economic development and national welfare is the aim of every government. However the drivers of sustainable economic development are not yet defined. Scientists believe that national intellectual capital (further NIC) is the foundation for national wealth of a country in the future (Bontis, 2004; Lin ir Edvinsson, 2008; Schiuma et al., 2008; Lin ir Edvinsson, 2010). There are many research that demonstrate NIC relation to GDP (Weziak, 2007; Ståhle et al., 2015). Ståhle et. al. (2015) proves that 45 % of world’s GDP is generated by NIC. Therefore, there is a need to identify relevant NIC and manage it to achieve the best results. Scientific problem. In order to take an advantage of NIC implementation, it first must be identified and its relevance should be evaluated according national development strategy. However, current NIC measurement methods are mostly oriented towards general and theoretical measurements lacking strategic aspect. Therefore, there is a need for a new approach for NIC identification which would be focused towards particular strategic aim. The object of the research is national intellectual capital identification. The aim of the research is to justify the model for NIC identification in the context of smart specialization. The objectives of the research are as follows: 1. Examine the theoretical preconditions for the model for NIC identification in the context of smart specialization; 2. Construct the model for NIC identification in the context of smart specialisation; 3. Construct the methodology for evaluation of practical model implementation; 4. Identify NIC in the context of smart specialisation in the case of laser industry following constructed model. The methodology of the research. Research is based on theoretical analysis of scientific literature and qualitative research. Theoretical analysis is used to define the preconditions for the model construction. Qualitative research approach is applied for empirical research. The methods applied in the research for data collection are as follows: analysis of scientific literature, analysis of strategic documents, online survey and interviews with representatives of the companies’. The main findings of the research: 1. NIC identification model in the context of smart specialisation is based on NIC theory, national competitiveness theory, smart specialisation theory, resources based management theory and strategic management theory which represents a new approach in NIC identification. 2. Constructed and theoretically justified model for NIC identification in the context of smart specialisation combines the advantages of benchmarking approach with strategically oriented regional/city intellectual resources measurement approach which results in new holistic NIC identification approach. 3. Empirical research demonstrates that Lithuanian National development strategy “Lithuania 2030” is closely related to European Union strategy and implements the similar priorities. Smart specialization strategy meets the goals of smart economy defined in Lithuania’s National development strategy. Empirical research covers Lithuanian NIC strengths (access to scientists and researchers, legal environment, association representation) and weaknesses (cultural environment, trust between business and government, business and science collaboration, non-financial support for business and innovation) that impact country’s competitiveness. 4. Empirical research demonstrates usefulness and value of introduced model in practice, which may lead to more robust regional development decisions address towards specific problems.
