The world is changing rapidly, the process of change is shaping a different attitude of society and greater demands on public administration and municipal institutions, as well as on civil servants and employees. The human capital of any organization is an invaluable combination of skills and abilities of an employee, manifested in the performance of assigned duties. In perspective, many investment projects are planned to be implemented in Lithuanian municipalities: information structure development, adaptation of public spaces to the needs of residents and others, which are initiated and implemented and controlled by municipal employees and officials. In order for the aforementioned projects to be implemented maximally efficiently and rationally, the employees participating in this process must have the appropriate competencies. It is also noteworthy that the indicator of the work efficiency of employees of self-government institutions is public trust and satisfaction with the services provided by municipalities, which is especially important in improving and strengthening relations between the citizen and the municipality. This reveals that professional and competent municipal employees become an essential factor ensuring the efficient functioning of the state and local self-government system. |
