The theme of equal opportunities has attracted the most attention in the international and EU space, where you can find developed tools for equal opportunities principals according to hierarchical principle of governance from top to bottom, and legal provisions are transposed into national law. The European Union, while monitoring the situation of equal opportunities in the member states, annually evaluates the conditions of equal opportunities and gender equality. When assessing the situation in Lithuania, it still falls behind the overall average of the EU member states. Although in 2019 Lithuania is assessed as a regressing country, the situation has improved over the past few years, in 2021 Lithuania is rated as one of the three countries that have made the most progress. In order to consolidate UN and EU human rights, ensuring and establishing the principles of non-discrimination, significant steps have been taken at the national level, but in 2022 according to the European Institute for Gender Equality, legal acts regulating equal opportunities are not fully effective, and the measures are not effective enough to ensure universal equality in the EU member states, including Lithuania. The results of the monitoring of equal opportunities in Lithuania show that the conditions of equal opportunities are still not sufficiently ensured for the disabled: the information infrastructure is not adapted, because of which the opportunities to use websites, to search for information or to contact state or municipal institutions for services are limited, even 65 percent of disabled people are not guaranteed the conditions to live independently due to the limitations of the physical environment. Statistically, Lithuania falls behind the EU average in assessing the number of residents who can work with a more flexible work schedule, and other indicators related to the regulation of labor relations ensuring equal opportunities are also insufficient. After analyzing the research carried out by foreign researchers, it is noticed that only the concept of equality is explained, while there is still missing research examining the implementation of equal opportunities from a political point of view. Lithuanian researchers examined the factors creating an equal opportunity and discriminatory environment through the situation of separate socially sensitive groups of society, separate fields of activity, at the organizational level. In municipalities, the focus is on assessing conditions in general and mainly from the gender perspective. Until now, implemented research on the equal opportunities have been examined mainly focusing on processes. There is a lack of research that would analyze equal opportunities by assessing the implementation conditions both organizational (as an internal element), as well as how this affects equal opportunities in the implementation at the local self-government level. The problem examined in this final work is what conditions prevail in the implementation of the equal opportunities policy in Elektrėnai Municipality. The object of this study is the conditions for the implementation of the equal opportunities policy in the municipality of Elektrėnai. Tasks set to achieve the goal: 1. to analyze the concept of equality and the theoretical context of the conditions for the implementation of equal opportunities policy; 2. to analyze the conditions of the legal and strategic environment for the implementation of the equal opportunities policy at the international, European Union and national level; 3. carry out an evaluation of the conditions for the implementation of the equal opportunities policy in Elektrėnai municipality. Research methods: systematic analysis of scientific literature, legal acts and strategic documents, empirical study of quantitative design. Two questionnaires - K1 and K2 - were prepared for the empirical study. Data for the study were collected by means of an online questionnaire survey. Questionnaires consist of closed, semi-open and semi-closed questions. The obtained primary data were analyzed using the method of descriptive statistics. The project consists of 3 sections. The first chapter analyzes the scientific literature, examines the concept of equality and the conditions for the implementation of equal opportunities at the organizational and self-government level. The second chapter examines the legal environment ensuring equal opportunities and human rights at international, EU and national level. The third chapter describes the research methodology and presents the obtained research results. The results of the empirical study showed that the conditions for the implementation of the equal opportunities policy in the municipality of Elektrėnai are only partially met. While implementing at the organizational level, it is possible to evaluate the organizational culture positively, but you can notice insufficient ensured conditions of equal opportunities in the working environment. When implemented at the level of local self-government, a positive trend can be seen in the assessment of the respectful and non-discriminatory behavior of municipal employees as service providers. Inadequate conditions can be seen when assessing the accessibility of services to ensure disabled people having the opportunity to exercise their rights and freedoms independently. The master's final project consists of 83 pages, 22 tables, 17 figures and 9 appendices. 52 scientific sources were used for the scientific analysis of the literature, 37 information sources were used for the analysis of the legal environment and methodology preparation. |
