The Master's thesis analyzes the values of individual civil servants of Lithuania country, choosing to further analyze Plunge District Municipality case. The relevance of the thesis is based on the fact that civil servants meet the objectives required by ethical competence, which has a positive impact on the operational efficiency of institutions, the quality of administration and the development of a positive citizens opinion regarding civil servants, that also affects the public confidence in the entire management system. It is important to highlight the relevance of the main component of ethical values that are considered as a great impact to all the system. The main influence of the thesis was a fact that civil servants manage the resources and communicate with the citizens in a state of their values, so it is important to further analyze what kind of values are specific to individual civil servants. The subject of the thesis is individual values of the civil servants. The main task of the thesis is to analyze individual values of civil servants of Plunge district municipality. To achieve the result mentioned, the following objectives have been set: to provide a theoretical analysis of the values of civil servants; to analyze the values of civil servants that were established in codes of ethics; to analyze individual values of civil servants in Plunge district municipality; to compare individual values in Plunge district municipality and the public servants involved in the study of European social survey. The thesis includes three main parts. The first part includes theoretical aspects of the analysis of the importance of values in the public service by providing an interpretation of the concept and classification of values and the broader context of S. H. Schwartz's theory of individual values. The second part analyzes the values of the regulation of civil servants ethics code. The third part consists the research of methodology of the organization of Plunge district municipality, data analysis and comparison of these data base. Results showed that the concept of values has been interpreted differently and diggerent authors provide different values that can be assigned to individual values in the group, but the analysis shows that most individual values include honesty, fairness, kindness and responsibility. Meanwhile data of the survey showed that Plunges district municipalities of civil servants are characterized by values such as kindness, security, universalism, tradition. |
