The subject of Master's Thesis – „Implementation of Non-formal Adult Education Policy in Lithuania: Case of Kretinga District Municipality“. Nowadays, people living in a constantly changing global world, very often find themselves at the crossroads of constant change and challenges. In order to remain attractive and competitive in the labour market people must be able to choose the right path and to adapt in a continuously changing environment. In this context, non-formal adult education (later – NFAE) gains a particular importance. NFAE is often analysed in the context of lifelong learning, which includes learning activities taking place in any age, in order to improve the personal, civic, social and professional knowledge, skills and competencies. Kretinga district municipality participated in a number of previously conducted studies, but the data is insufficient in detail revealing the situation of NFAE policy in the municipality. So far, no studies were carried out on implementation of NFAE in the municipality, so this master thesis aims to clarify the situation about the implementation of NFAE policy in the municipality. The subject of Master’s Thesis – implementation of NFAE policy. The aim of Master’s Thesis – to describe the theoretical aspects of the implementation of the NFAE and to analyse implementation of NFAE policy in Kretinga district municipality. Objectives of Master’s Thesis: 1) to analyse the concept of NFAE in the context of public policy; 2) to analyse the theoretical aspects of the policy implementation; 3) to examine legislation of NFAE policy in Lithuania, it‘s implementing institutions and programs; 4) to survey the implementation of NFAE policy situation in the municipality. Research methods: analysis of scientific literature, analysis of legal documents and statistical data. The concept and significance of NFAE were analysed using method of scientific literature analysis. Legal regulation of NFAE policy was examined using the method of legal documents analysis. Methods of statistical data analysis were used to test the involvement of different organizations into NFAE policy implementation process in the municipality. The collected data were processed using Windows Microsoft Word and Windows Microsoft Excel. Descriptive statistical method was use for interpreting collected data. The work will be useful for the municipality, NFAE coordinator and institutions providing NFAE programs in order to improve NFAE policy implementation process in Kretinga district. This Master's work will reveal the general principles and cover the real situation of the implementation of NFAE policy in the municipality. According to the survey, an average of 3205 adults a year participated in NFAE programs over the past five years in the municipality, mostly educators – 2798, Third age university students – 134, library visitors – 81 and others, however implementation of NFAE policy in the municipality is fragmentary and not quite effective. The data about NFAE in the municipality is not gathered, reports are not being given, so it is very difficult to assess the real situation. |
