Abstract [eng] |
Master's thesis widely analyzes the economic and social assessment of public sector projects. Lithuania's, as any other developed country, the main economic goal is to ensure stable and rapid economic growth rates, a sufficiently high and rising standard of living for its citizens, it is therefore very important to invest effectively in the public sector. Projects in the public sector are one of the public policy measures to promote the production of public goods and dealing with the problems of market limitations. While public investment is vital to the country's social and economic development, such investments are usually financially unprofitable, so it is necessary to carry out an economic and social assessment (cost-benefit analysis), to determine whether the benefit actually justifies the need for investment. The object of Master's thesis: a public sector project. The purpose of Master's thesis: to carry out the economic and social assessment of public sector projects after an examination of the theoretical aspects of economic and social assessment of public sector projects. In order to achieve the purpose the following tasks were raised: to describe the analysis of the problem of economic and social assessment of public sector projects; to analyze the theoretical aspects of economic and social assessment of public sector projects; to examine methods of economic and social assessment of projects; carry out an economic and social assessment of public sector projects and examine the possible risks of the project. Results of the assessment of public sector project \"Integrated social care services in Klaipeda city'' showed that the method of cost-benefit analysis is appropriate for assessment of projects that seek social benefits and are financed from EU funds. However, it is necessary to assess all the possible social and economic factors, the causes, the impact of these factors on the effectiveness of the projects in order to determine whether the benefits of the project will reimburse all costs incurred. Master's thesis consists of 81 pages, 18 tables and 14 pictures. |
