The topic of the Master’s thesis is relevant because public sector’s institutions use the taxpayers’ money to purchase supplies, services and works for their needs and they have to spend it rationally according to the Public Procurement Law. But contracting authorities face many problems while planning and performing purchases. In that case the controlling establishments and courts investigating complaints admit the conventional meaning of the public procurement principles. Master’s thesis analyses the problem of implementation of procurement principles in Lithuania. |
