Abstract [eng] This paper explores the issue of cognitive skills development in primary school students, analyses virtual learning environments, and examines the distribution of different cognitive functions in them. The analysis substantiates the problem: in commercial virtual learning environments, there is a particularly low focus on the development of students' higher-order thinking skills, while the focus is on the development of knowledge and application skills. These reasons lead to low student achievement, especially in areas that require the use of multiple cognitive skills to solve a single problem. This paper describes the methodology developed to develop students' cognitive abilities coherently and systematically. A virtual learning environment is designed and implemented to implement the methodology. The impact of the environment on the change of the students' cognitive abilities is measured by the Cognitive Ability Assessment Test.
