Youth is identified as a potential workforce in the global labour market, and youth employment is valued as one of the most important elements of strong economic and social growth. Sustainable youth employment increasingly requires new ideas, as the value of human capital may become less significant without the contribution of social capital. It is also crucial for the success of the employment process to improve employment measures and be able to implement them as purposefully as possible, because completely different skills will be required in the future than at present, and it is an invaluable foundation for future prospects. The state should see youth as a great potential, so it is important to know how to use it. Some young people find it difficult to get an education or integrate into the labour market on their own, therefore, various strategies and interventions and programs are being developed to address youth employment and unemployment. The public program “Youth Guarantee Initiatives” has been implemented since 2014, the main goal of which is “successful integration into the labour market and increased youth employment” (Youth Guarantees, 2021). Taking into account the importance of the implementation of youth employment policy measures for the economic and social well-being of the country, this work focuses on the search for opportunities to improve the purposeful process of the measures implemented by the Youth Guarantee Initiative in Marijampolė Municipality. And since there are not much researches on the implementation of youth employment policy measures focused on specific interventions implemented by this program in Marijampolė municipality and the author of the research is directly related to the measures implemented by the public program “Youth Guarantee Initiatives”, this municipality was chosen. In the final project, the scientific problem is formulated with the question - how to ensure the targeted implementation of youth employment policy measures? The object of the research is the implementation of youth employment policy measures. The aim of this project is to analyse the implementation of youth employment policy measures in Marijampolė municipality. To achieve this goal, three goals were set: 1) to analyse the theoretical basis for the implementation of youth employment policy measures; 2) to identify youth employment policy and legal acts and institutional structure regulating its implementation; 3) to study the implementation of youth employment policy measures in Marijampolė municipality, identifying practical problems of the implementation of these measures. The analysis of the scientific literature, strategic documents and legal acts was performed to prepare the final master's project. A partially structured interview method was applied to investigate the specifics and problems of the implementation of youth employment policy measures in Marijampolė municipality. The project consists of an introduction, three teaching sections, conclusions, recommendations, a list of literature and information sources, appendices. The first chapter describes the theoretical aspects of youth employment policy, identifies the main measures of youth employment policy and the process of their implementation. The second one examines the legal framework governing youth employment policy and its implementation in the EU and Lithuania, as well as the structure of youth employment policy support. The third chapter presents the research methodology and methods and analyses the data of a partially structured interview with experts and youth representatives. The results of the study revealed that in order to ensure the targeted implementation of youth employment policy measures it is necessary to initiate the need to review the legislation related to this area, to seek closer cooperation between the institutions coordinating and implementing youth employment policy measures at both the national and local self-government level. It is also appropriate to involve and encourage more active territorial employers in the process of implementing youth employment measures and to pay more attention to the co-operation between adult education centers operating in Marijampolė and employers and other institutions related to the implementation of youth employment measures. The Employment Service should pay more attention to cooperation with the Marijampolė administration, and any additional information or career center for vocational guidance and expansion of labour market-related services should appear in the Marijampolė municipality. It is expedient that the Ministry of Social Security and Labor of the Republic of Lithuania, when preparing the description of the YGI implementation procedure or its amendments, initiates a more flexible model of the logical sequence of measures initiated, which could be applied taking into account the needs of the youth target group. |
