The topic of the Master’s thesis is relevant because public sector organizations use the taxpayers’ money in public procurements to satisfy their needs and purchase public goods. Although public procurements are controlled, still existing gaps in public procurements result in the inefficient use of budgetary funds. The Master’s thesis deals with the lack of transparency as well as the issue of corruption in public procurements. The paper aims at analyzing and assessing the transparency of public procurements in Lithuania. Tasks of the research: to discuss the nature of the public procurement system in Lithuania, the main principles of public procurements, the concept of transparency; to define the Lithuanian legal framework of public procurements and its evolution; after assessing the statistical data of implementation of public procurements in Lithuania as well as the results of various surveys and investigations in the field of public procurements, to reveal the reasons adversely affecting the transparency of public procurements in Lithuania;. |
