Currently one of the largest problems is the lack of competence on issues of administration and management fields. In the practise, one often confronts with a problem that the greatest attention of managers during assessment of activity is paid to assessment of results of employees’ activity, though forgiving assessment of employees’ competencies. Imperfect principle of assessment of activity of state officers that is directly related to promotion, as well as non-security of possibilities of systematic learning and improvement of competencies, complicate possibilities of career of state officers. . |
