Abstract [eng] The area, in which people live, can economically or socially prosper and develop in a different manner and have a strong impact on the health, livelihoods and opportunities of its population. It is necessary to identify the factors that help certain countries to survive, to benefit the population conditions and to develop and improve in the foreseeable future. In other words – to determine the viability of the world countries. The factors that determines the viability have been identified as economy and growth, human capital, the environment, education, innovation, population and health, infrastructure and networking, tourism, urban development and crime. Using confirmatory factor analysis, estimates are given for each factor. They are for the benefit of the world counry clustering and for making a common vitality index. An index is needed to measure the overall vitality of a country. Economic the social vitality index is expressed in terms of the additive expression of the factors that determine it and its value, for each world country, is obtained by using genetic algorithm and particle optimization techniques. The index was calculated for 113 world countries in 2007, 2012 and 2017. Most countries from Europe, United States, Japan, Singapore, United Arab Emirates had the highest index value. Meanwhile, the lowest were among African countries. Albania, Tajikistan and the United Arab Emirates have made the most progress in terms of vitality and Kuwait, El Salvador and Oman made the least progress. The vitality index was further modeled in 2017 using linear regression, geographically weighted regression (GWR) and artificial neural network (ANN) methods. The results of the GWR model showed that the index prediction is slightly more accurate than using ANN or linear regression and there is a significant influence of geographical coordinates towards the vitality.
