Human resources skills and competencies in public administration is one of the most important factors, which may not only lead to the efficient work of public organizations, but also allow achieving better results. Therefore, in order to have the most competent public service, and to adapt to the changing environment of particular concern, to create an effective system of selection of human resources of public administration, to ensure the successful selection of candidates with the necessary knowledge, skills and jobs matching the requirements of the selection, it is necessary to examine whether the selection mechanism in the civil service is effective and whether it is subject to respective screening instruments.
