Petras Leonas (1864-1938) was one of the most famous scientists of the First Republic of Lithuania, who represented Lithuanian political ideas regarding local municipalities in the period of 1918-1840. It should be noted that Petras Leonas actively participated in the practical activity of the local municipality organization of the First Republic of Lithuania.
