The final Master‘s thesis analyses performance results application in public management, based on the case of Kretinga and Palanga Municipalities. The aim of the project: to analyze the practice of performance application in Lithuanian Municipalities and the presumption for its increase. The objectives of the project: to expose the need and specification of performance results application in public management, to analyse the situation of performance results application and legal regulation in public management of Lithuania, to perform an analysis of the performance results application of Kretinga and Palanga Municipalities and determine premises for increasing performance results application. Seeking to implement the set aim and objectives, analyses of scientific literature, legal acts, documents, the above mentioned case and a semi-structured interview were used. The analysis of performance results application is relevant as in the 21th century organizations, including the institutions acting in the public sector, are influenced by rapid and often difficult foreseen changes that create arduous conditions for their activities. As the purpose of the public sector is not profit making, but serving the public and meeting its needs, it is necessary to ensure the efficiency and transparency of the activities of public sector organizations. It is important that in their activities and in implementation of changes they rely on the achieved results rather than on procedures or processes. This is essential thing for local authorities, which must be able not only to fulfill the goals of the state government but also to create welfare of the particular area and to respond the needs of the people living there as well as manage to operate the limited financial resources. However, in Lithuania performance results application lacks the attention of scientists and those working in the public sector. The situation in the local government is not analyzed at all, so it is not clear what factors influence the application of performance results in Municipalities in Lithuania. This problem is well revealed by the cases of Kretinga and Palanga Municipalities. It is very difficult to identify performance results application practice in them. After the project, the following results have been achieved: the concept and specification of performance results application in public sector, its importance as well as distinctive features in local government institutions, and factors influencing the application of performance results were exposed; the current practice existing in Lithuania, the legislation on performance results application were analysed; an analysis of the application of performance results of Kretinga and Palanga Municipalities and a survey of the opinion of the employees were performed. All those subjects revealed that application of the performance results in Municipalities is not accomplished according to its true purpose, and institutions lack the culture of performance results application. |
