In the beginning of the twenty first century innovation is raised as one of the most important aspects of public management, where suitable culture of innovation, which encourages to innovate, is essential. Unlike the private sector, the public sector looks at innovation cautiously and adapts to it at a slower rate. The process of innovating in the public sector is often hindered or even stopped by interference within the organisation, political decisions, legal issues or because of fear of negative opinions form the public and the media. Because of this, the culture of innovation is becoming an important aspect of the public sector innovation, in order to further improve organisations, keep up the competition with the private sector and effectively raise public value. It is important to examine the means of creating and incorporating innovation, as well as consider what kind of culture needs to be formed within the organisation in order to encourage the creation of new precesses, services or products. The question of the research is what means are used to form innovation culture by Palanga city municipal administration. The subject of the research is the creatin of culture of innovation. The objective of the research is to discover the means used to form innovation culture by Palanga city municipal administration. In order to achieve the objective, three tasks must be completed: an analysis of the formation of innovation culture in the public sector; research on the specifics of the formation of innovation culture in the public sector in Lithuania; research on the means used to form innovation culture by Palanga city municipal administration. The work consists of three chapters. The introduction explains the importance of the topic, presents the objectives and tasks of the work, the methods of research. The first chapter is written about the theoretical aspects of innovation culture in the public sector, the second – about the specifics of innovation culture in the public sector in Lithuania. The third chapter is dedicated to the methodological justification and description of the research. The research was conducted through the use of literature and document analysis, interview and surveys. The analysis of scientific literature shows that the main influences on the activity of an organisation in the process of innovation are factors within the organisation, such as the leaders, organisational culture, learning, management of information and human resources, technology, creativity and the motivation of employees,as well as external factors – ceremonies, rituals, communication, speech, symbols, heroes and stories. The results of the empirical research show that the culture of innovation in Palanga city municipal administration is not formed by consistent planning. According to the surveys and interviews, the most important aspects of innovation culture are behaviour and cummunication, work culture, virtues, goals, a vision, organisational philosofy, a clear mission, expansion and creation of more accessible services, new projects, as well as freedom to act, employees‘ aspiration to improve. Successful innovation process is hindered by the lack of financing, leadership, poor organising, lack of motivation and organisational culture, also inflexible legal regulations. Hindrances of innovating could be avoided by consistently realizing the objectives of a strategical plan with intended measures which can contribute to thr formation of innovation culture within the organisation. The results of this research and the recommendations based on them could be useful to public sector organisations, which apsire to form innovative culture, as well as to emplyees, who hope to become the leaders of innovation, capable of gathering an innovative and motivated team, which seeks to provide effective and competitive public and administrative services as well as to achieve the highest results in the activity of public sector organisations. |
