The relevance of the subject matter: All the enterprises managed by the state contribute to economic development and the increase of value in the country, secure the implementation of social and employment policy, produce great effect on the economics and welfare of the country, so the basis of the country depends on efficient management of state enterprises in the country. Both the global and Lithuanian experience accentuates the factor of merging of state enterprises, however, the problem how the efficiency of merging of these enterprises should be evaluated remains. The performed analysis of EMS in Lithuania has enabled to understand that the factor of merging of state enterprises is the most topical in the country at present, so in the analysis of the present paper it has been important to single out the case which had conditioned the greatest change in the management of state enterprises in the country and evaluate it within the context of efficient state management. The object of the project: Evaluation of the efficiency of merging of state enterprises. Aim: After the analysis of the theoretic aspects of the efficiency of the activity of state enterprises to work out the technique of evaluation of the efficiency of merging of state enterprises and examine it for the case of the Lithuanian forest ranger stations. The principal results of the project: While reviewing the results of the first part of the paper we can reach the conclusion that the role of state enterprises is important in the economics of all countries, however the results of their activity and management reforms in the world differ immensely, the states are forming different policy directions and passing different decisions regarding their involvement in economic activity. Different market part of state enterprises in economics, growing domineering of state institutions highlights different practices, problems and objectives of the countries; the demand to define in practice and make more efficient the management of state institutions is increasing. Both the global and Lithuanian experience has accentuated the factor of merging of state institutions, however, the problem how the efficiency of merging of these institutions should be evaluated remains. Generalizing the results of the second part of the paper one can state that a number of external and internal factors which largely depend on the specific character of the activity of the enterprise influence the activity of every organization and only their successful combination, modelling and implementation secures effective management of the organization. The performed analysis of scientific literature has enabled to understand that all the causes and methods of merging of state enterprises should be related with more efficient management, however, that completely depends on the specific character of the analysed activity and the particular case. There is lack of investigations in the sphere of merging of the enterprises managed by the state, so in the further analysis of the paper the methods of evaluation of the efficiency of the enterprises have been analysed, according to them it has been established that the most suitable model for the evaluation of the efficiency of merging of enterprises would be the Efficiency Pyramid model. In the third part of the paper the technique of evaluation of the efficiency of merging of state enterprises by integrating the factors determining the efficiency of state enterprises singled out by the authors with Efficiency Pyramid model has been worked out. According to the conception of the worked out model of the evaluation of the efficiency of a state enterprise the mission, strategic plan of the state enterprise must be defined, the specific actions the organization seeking for efficiency will take must be reviewed and the quantitative and qualitative information necessary for achieving these aims must be presented. The model has been examined for the case of merging of forest ranger stations; its analysis has been presented in respect of all the factors singled out in the model. After the examination of the model for the case of merging of forest ranger stations according to the fourth part of the paper we can reach the conclusion that having a clear structured plan and the constant management of the factors determining efficiency is the warranty of efficient management. The efficiency due to the drawing up of the strategic plan has grown up to 100% and reaches 7 points after merging, whereas till the reorganization of the forest ranger stations it amounted only to 2.5 points. The greatest changes had been noticed in the stages of strategic directions and pursued indicators of activity. The efficiency after merging from the viewpoint of the factors of efficient management has grown by 50% and after merging reaches 8 points whereas till the reorganization it was 4 points. Changes, announcement of new plan information, performance of new analyses, presentation of new instructions, performance of real actions is evaluated as the safeguard of efficiency in the management of forest ranger stations of state forests,. After evaluating the efficiency of the merging of forest ranger stations we can state that still the merging of these forest ranger stations has been a big step towards more efficient management. |
