Abstract [eng] The issue of dissertation reflects the actuality and novelty of modern business environment and rapid changes of conditions. A definition of location’s attractiveness for business development in the context of smart growth was formulated in the dissertation. Attractive location for business development has ability to attract and develop new or maintain the existing businesses (competitive on the local, national and international level) and investment. The novelty of this definition is that the location’s ability to be attractive is formed by: public institutions, economic subjects, conditions and environment of location. The model of factors (VPV) determining the location’s attractiveness for business development in the context of smart growth was designed in the dissertation. This model combines the main factors of attractiveness which are grouped according to the smart development components and describes their interrelations. The index of location’s attractiveness for business development in the context of smart growth (VPindex) was designed and the indexes and ranks of Lithuanian counties were calculated. Also the relationship between the index of county’s attractiveness for business development in the context of smart growth and its sub-indexes and indicators which objectively define business development was assessed. On the basis on the empirical research results recommendations for increasing the location’s attractiveness to business were made.
