Improving advanced information communication technologies and their tools create perfect media for occurrence of new forms of involvement of residents in local self-government and enables residents to be involved in state government on convenient time and using convenient methods. Tools and methods, especially tools of advanced information communication technologies used for involvement of residents and affecting political decisions, are not usually considered in Lithuania. Therefore, it is necessary to consider the circumstances, which could change public view of involvement of residents in local self-government using advanced information communication technologies. Objective of the research is to study and compare the factors stimulating involvement of residents in local self-government using advanced information communication technologies. Subject to the research is involvement of residents in local self-government using advanced information communication technologies. Four tasks were set for the research: 1) analysis of residents` involvement concept, forms and models, disclosure of residents` involvement features based on advanced information communication technologies; 2) presentation of legal allowances in Lithuania for residents` involvement; 3) analysis and comparison of residents` involvement using “Facebook” social network in the scale of Kaunas City and Vilkaviškis District Municipalities, and identification of the related problems; 4) disclosure and comparison of factors and opportunities for involvement of residents in local self-government using advanced information communication technologies. The analysis carried out for the Master`s thesis and received data may be useful for creation of new concepts of cooperation between the authority and residents, improvements of political models applied to officials, correction or creation of new programs for involvement of residents in self-government. Draft Master`s Thesis is divided into four parts. The first part presents the concept and factors stimulating involvement of residents in local self-government defined by analysis of scientific literature, as well as the analysis of residents’ involvement forms and presentation of residents’ involvement model. The second part provides the discussion of importance of e-democracy and e-involvement concept and presentation of advanced information communication technologies. The third part provides the analysis of legal acts regulating involvement of residents, presents legal aspects of residents` involvement in Lithuania. The fourth part demonstrates research methodology and research methods, description of the results obtained by comparative analysis of content of accounts in “Facebook” social network in the scale of Kaunas City and Vilkaviškis District Municipalities, emphasising and comparison of peculiarities and features of residents` involvement. It also contains the analysis of data obtained by interviewing of representatives of Kaunas City and Vilkaviškis District Municipalities regarding factors of involvement of residents in local self-government, summarisation of the obtained results, as well as conclusions and recommendations. |
