Abstract [eng] In the Master thesis, the change management problems are studied while highlighting the discussed social phenomenon interdisciplinarity – while analyzing the interaction of science of management and public sector, and institutionalization of changes in the organizational field. It is noted, that major organizational changes in the public sector must be controlled procedurally, therefore, it is very important for the organization to be properly prepared to institutionalize the changes. It is revealed, that change institutionalization enables the public-sector organization to ensure the reflection of ongoing changes. In this paper, there is a discussed scientific problem, which encourages to evaluate environments, applied strategies and effectiveness of institutionalization of organizational change in the public sector. The thesis object – Change Institutionalization in the Public Sector. The study subject defining the field of analysis – the Change Institutionalization of Kedainiai Municipality Public Sector Organizations: National Land Service under the Ministry of Agriculture Kedainiai Division and the State Social Insurance Fund Board of Kaunas Division Kedainiai Subdivision. The aim of the study – to reveal the occurrence of the change institutionalization in the public-sector organizations. The tasks formulated to achieve this aim are revealed in two Master thesis parts. In the first part, an overview of the theoretical concept of change institutionalization in the public-sector organizations is reviewed by introducing the classification and management peculiarities of public sector organizations, highlighting the key psychological aspects of change management and the key factors and models of change institutionalization. In the second part, the conducted qualitative research results and constructed change institutionalization model are presented. To achieve the aim and tasks of the study, the data has been collected by analyzing academic literature and multiple case study, and conducting semi-structured interview. The collected data has been analyzed by the multiple case analysis and semi-structured interview qualitative content analysis. After performing scientific literature analysis and evaluation of the empirical test results, the Model of Change Institutionalization in the Public-Sector Organizations has been constructed. The results of the study enriched the conceptual insights with the practical aspects, enabling the enhancement of change enforcement controlling, reporting and change effectiveness. The model efficiency has been tested by verifying its structural parts (by categorizing structural elements and justifying their interaction), therefore, the adapted model can be applied to other public sector organizations.
