The relevance of the research. After the restoration of independence, Lithuania started the civil service model‘s search. Each new law governing the public service, meant suitable innovations and reforms in this area. By improving law the civil service human resources management system‘s elements radically changed (the legal status of civil servant, civil servants demand planning, recruitment, training, performance evaluation, motivation and so on.). In 2009 SIGMA report Lithuania‘s civil service was most favorably evaluated among all new EU member states. However, despite the positive international evaluations, human resource management‘s legal regulatory failures have been noticed. Because of rapidly changing economic and social environment, demand of work effectiveness of different layers of government institutions is increased. Therefore, human resources proper governance is a very important factor for the intended goals. It encourages the authorities to constantly look for new human resources management‘s efficiency improvement techniques. The aim of the research – to analyze development of human resource management in civil service of Lithuania and present the main directions for further human resource management in civil service improvement. |
