Abstract [eng] The topics "Advantages of electronic health care" and "Issues of electronic health development" has been discussed broadly in articles by both foreign (worlds) and Lithuanian (local) scientists. Eysenbach‘as (2001) talks about such electronic healthcare advantages like efficiency, enhancing quality of healthcare, empowerment of patients, encouragement of a new relationship between the patient and healthcare provider, education of physicians. Anderson (2007) says, that there are some very important barriers to electronic health development: high initial costs, difficult to use programs and applications, legal barriers. However, there is a lack in research looking at this topic from the perspective of healthcare providers. The approach taken in this thesis - to look at the benefits and drawbacks of electronic healthcare systems from the providers point of view - aims to add to the pre-existing research in a new and distinctive way. The topic of the Electronic Health services itself is a very important for the whole States health policy as its contributes to its modernization and adoption to the current needs of all users of a healthcare. The suppliers of healthcare services are taking an important part in the whole system and play a key role in its functionality. The development and implementation of an electronic healthcare system has been one of the biggest challenges for the Lithuanian healthcare policy in last ten years. The results of this thesis will be especially important for continuing development of the electronic healthcare system and ongoing adjustments in its daily usage. The recommendations proposed in this thesis could give practical guidelines for the improvement of the Praxis of the Lithuanian electronic healthcare system. The key question posed in this thesis is one of the problemic nature and asks: “why the participation of the providers of the electronic healthcare in Lithuania is not sufficient?" - thus focusing on analyzing the problems and insufficiencies in the development of the electronic healthcare system. The strongest focus has been put on researching the problems encountered with the participation of the healthcare providers in Lithuanian healthcare system in the development of the electronic healthcare system. For this the thesis aims to analyze the problems in implementing the electronic healthcare system from the point of view of the healthcare providers. The following tasks have been identified and formulated in order to achieve the mentioned core task: to analyze the concept of the electronic healthcare system in the context of the healthcare policy; to identify the main problems in the development of electronic healthcare system in Lithuania and to give recommendations to solve problems of electronic healthcare in Lithuania. This project identifies the key problems that affect the healthcare providers in regards to Lithuania‘s electronic healthcare system - which include the insufficiencies in its software solutions, the lack of the knowledge in the field of electronic healthcare systems as well as the lack of other resources and their organizational insufficiencies. According to the identified problems the following recommendations for the development of the electronic healthcare system in Lithuania have been formed: the organization of quality courses, to the teach the concepts of the electronic healthcare; increasing the involvement of the healthcare providers into the development and improvement processes of the Lithuanian electronic healthcare system and resolving the technical imperfections. For the continuing improvement and testing of the Lithuanian electronic healthcare system it would be recommended to use pilot research as a basis for future projects. The thesis consists of 85 pages, 12 Tables, 16 pictures and 8 attachments. It is based on 47 sources of specialist literature and 21 laws and other sources have been used in the process of writing the thesis.
