Aiming to achieve a sustainable circular economy requires systemic transformation across multi-level perspectives. Considering that the transition to a circular economy is too slow, one potential catalyst involves the active role of the public sector and new approaches to the formation of circular economy policies. This chapter conceptualises how mission-oriented circular economy policy can act as a catalysing factor. It provides empirical arguments through the content analysis of strategic documents and a case study of the co-creation of the roadmap for Lithuania's industrial transition to the circular economy. The analysis of strategic documents for coherence and integrity allows us to identify the state of the art of the national circular economy policy. Furthermore, the results show that public strategic documents based on co-creation principles enable the gain of benefits from synergy and the creation of a higher value transition to a circular economy. |
