Since municipal cooperation is becoming an increasingly relevant phenomenon in many countries (including Lithuania), it is very important to understand what factors and how this process is determined. Scientists recognize that municipal cooperation is beneficial to municipalities (especially small ones) because it helps them to solve local problems more efficiently, pool common resources, and share risks. Despite this, municipal cooperation is sometimes unsuccessful due to the fact that municipalities do not know what factors and how they determine their cooperation. The following problematic question is raised: what factors and how stimulate municipalities to cooperate? |
