Abstract [eng] According to the research conducted by the Lithuanian Public Procurement Service (2021), the value share of innovative procurement in all public procurements is only <0.5%, which is a very low indicator. According to the research data of the European Commission (2021), the innovation policy system across Europe functions only at 26.6% of its potential. Every year, more than 4 billion euros of state budget funds are spent on public procurement in Lithuania, which could be useful in promoting innovation - increasing the demand for innovative solutions." Since the implementation of innovative public procurement is faced with challenges both in Europe and in Lithuania, the topic is relevant and significant in order to present the possibilities of improving innovative public procurement, therefore the research problem is raised - what are the features of the innovative public procurement system in Lithuania? Taking into account the raised problem, the object of the research is determined - the system of innovative public procurements, and the intended purpose of the work is to perform an analysis of the innovative public procurement system in Lithuania. In order to realize the goal of the final project, the following work tasks are foreseen: 1. To find out the theoretical and practical aspects of innovative public procurement. 2. To analyze the legal regulation and practice of innovative public procurement in the European Union. 3. To determine the features of the innovative public procurement system in Lithuania. In order to implement the set tasks, a quantitative research method was chosen - a questionnaire survey of specialists conducting innovative public procurement and a survey of suppliers, statistical analysis of quantitative questionnaire data, analysis of legal guidelines and documents regulating innovative public procurement. After conducting research and analyzing the system of innovative public procurement in Lithuania, it was identified that, according to both purchasing organizations and suppliers, innovative public procurement in Lithuania is not carried out in order to ensure competitiveness, but according to public organizations (buyers), innovative public procurement in Lithuania is carried out in a transparent and fair manner, in the opinion of suppliers, transparency and fairness are innovative missing in the public procurement process. After identifying these problem areas, a model for improving the innovative public procurement system in Lithuania was created and suggestions were made. Based on such results, the innovative public procurement system in Lithuania could be improved in the following ways: it is recommended for public organizations carrying out innovative public procurements to accurately identify the need, with the help of external experts, in order to ensure the effectiveness of the costs for the implementation of the project. approving the budget and submitting minimum requirements to suppliers. This project consists of 78 pages, 15 tables, 19 figures, 4 appendices. 60 sources of scientific literature and 19 sources of information were used.
