Abstract [eng] |
Everyone is exposed to healthcare facilities in their lifetime. The field is constantly confronted with various challenges, reforms, volatility and corruption. In order to ensure not only the success but also the transparency of public health centres, it is appropriate, first of all, to find ways of measuring this. The objectives and missions of public bodies are different from those of businesses, for example, business organisations seek to maximise profits, whereas public bodies create value for society. Therefore, it would not be possible to apply the same performance measures for transparency to the private and public sectors. Performance transparency assessment promotes accountability of an institution's employees and builds trust among citizens. The main sources of funding for public bodies are taxpayers, municipalities and public funds, and it is important to ensure that these funds are used transparently. In this paper, taking into account the nature of the public health care institution under analysis (hospital, ambulance station, primary health care centre), a conceptual model of performance transparency assessment is developed and used as a basis for the analysis of the institution's performance transparency assessment. |
