Organizational changes are analyzed as a holistic process of change, which explains the reformation of organization, its material and human resources, in order to create new value added and increase the efficiency of organization. The modernization of society encourages public sector organizations not only to search for new ways and new methods to improve the provision of public services, but also places higher and higher requirements on municipalities, thus enabling them to initiate changes. We have noticed that the scientific literature on the initiation of changes at the municipal level lacks theoretical structuring and strategic insights, the existing research is mostly fragmentary. Having noticed this methodological gap, we have formulated the scientific problem, the scientific result of which shall be a theoretically sound initiation of changes in a public sector organization, with emphasis on the need for changes and on strategies for initiation of changes, which are applied in municipalities. |
