The changing world dictates bigger and bigger requirements for institutions of public administration. Human resources are becoming much more important than ever before. The society gets dissatisfied about the services offered by municipalities, thus selection of qualified staff is becoming tough and actual issue. Induction and selection of new workers play the most important role in the management of human resources. Institutions of public administration in order to realize aims and priorities of government of state the best must have qualified staff. To do this there has to be dual selections done. Organizations face a problem – how to choose the most effective way of selection. In this work a selection system functioning in the society is presented. There is its importance for nowadays public sector analyzed and the processes of auditions and selection are taken into consideration. The selection of human resources in the municipality of Anykščiai district has been chosen as an object of the final thesis. The goal of this master’s final thesis is to suggest the methodology of selection of human resources and to assess the processes of selection of human resources in administration of Anykščiai district municipality using the methodology. To achieve the goal there the quantitative research – questionnaire has been done, which helped to establish tendencies and problems of selection of human resources. The work deals with peculiarities of selection of human resources of public administration, and presents the results of the survey by administration workers of Anykščiai district municipality. Their attitude towards existing problems of selection is introduced as well with the system’s advantages and disadvantages. Considering the data of the questionnaire, it can be claimed that the research was confirmed, the goal of the work has been achieved. It has been discovered that the present system of selection to the civil service is not effective enough. There are following disadvantages: lack of clearness and expedition, inflexibility, unprofessionalism of commissions. The results of the work have shown that the new system of selection to the civil service, although assessed positively, still has its drawbacks. In the respondents’ opinion, the drawbacks could be eliminated the most effectively by establishing the independent council of staff selection. Moreover, the respondents pointed out that the selection of workers employed contractually would be more effective, if they were regulated by juridical notices. |
