The public procurement efficiency of Jonava District Administration is analyzed in the final project for Master’s degree. Effective execution of the public procurement is related to the economic growth of the state, therefore, it is essential to reach for the public procurement optimization opportunities. Thus, a question appears whether public procurement is really effectively carried out within the whole Republic of Lithuania. Having this in mind, a topic analyzing the public procurement efficiency of Jonava district administration is chosen for the final project for Master’s degree. The topic is relevant, because the municipality uses taxpayers' funds for the implementation of public procurement. The implementation of public procurement is monitored by the Public Procurement Office, funding agencies, but still some breaches of the public procurement execution appear, which lead to the inefficient use of the state budget funds. The main goal of this project is to analyze the efficiency of the public procurement and to provide practical recommendations for the improvement of this issue. Tasks of the project: identification of the public procurement concept and operating principles; analysis of the legal framework concerning the public procurement and its enforcement; assessment of the efficiency of the public procurement at Jonava District Administration. The following methods were applied for this final project for Master’s degree: analysis of legal acts, analysis of science-based literature, secondary content analysis, and documentary analysis. Following the analysis of science-based literature and a secondary content analysis, the objectives, principles and control systems as well as the efficiency criteria concerning the public procurement had been established. The analysis of the legal acts helped to investigate the issue of public procurement in the European Union and Lithuania. Based on the documentary analysis, secondary content analysis and legal acts as well as on the qualitative study of the expert insights, the problematic areas of the public procurement procedures had been identified and the factors for the improvement of public procurement implementation had been determined. The analysis of the efficiency of public procurement at Jonava District Administration proved that the committees of public procurement do not manage to use all the opportunities determined in the Law of the Public Procurement, which facilitate the implementation of the public procurement process. |
