Abstract [eng] The relevance of the research is determined by the importance to motivate employees in public sector. Public sector in some cases competes for the employees with private sector, and the resources of public sector to motivate and financially stimulate employees are limited. Public sector must assure other motivators, not financial, in order to motivate its employees to take responsibilities, work efficiently and with high quality. It is relevant to analyse what elements must include in the employees motivation system in public sector, and how such system is applicable in the case of separate public institutions. The novelty of the research is related to the application of employees’ motivation scales to research motivation factors of employees of Jonava Fire and Rescue Department, determining problems of employee motivation. The problem of the research is to determine whether employees motivation system in public sector needs correction. The subject of research is the motivation of public servants. The object of research is the improvement of motivation system of public servants. The aim of the research is to analyse and determine peculiarities of public sector employees’ motivation system and the need to improve it in the case of Jonava Fire and Rescue Department. Objectives of the research are as follows: 1. To reveal the importance of employees motivation; 2. According to the scientific literature to discuss peculiarities of motivation system of public servants; 3. To perform analysis of Jonava Fire and Rescue Department employees motivation system and identify possibilities of its improvement. Methods of research are the analysis of scientific literature, law analysis, analysis of statistical data, questionnaire. Using the method of questionnaire 33 employees, all of them are public servants working as firemen, of Jonava Fire and Rescue Department were questioned (out of 37 firemen working at this Department). The motivation scale used at the research was adopted from the scale that was used in 2008 performing the nation-wide research of public servant motivation in Lithuania. The results of research reveal that motivation of Jonava Fire and Rescue Department firemen is higher than average, as well as the loyalty to the current work position. However the motivation of respondents is weakened by the work payment (that unsatisfied most of respondents), possibilities of career are poor. It was concluded that employees motivation system in Jonava Fire and Rescue Department should be improved by assuring better possibilities of career and education, strengthening of psychological climate, better evaluating employees‘ work results, and by increasing work payment (according to the possibilities of state‘s budget and economic situation). The recommendations for Jonava Fire and Rescue Department and Fire and Rescue Department under the Ministry of the Interior of the Republic of Lithuania were given. The Master‘s thesis contains three main parts. The first part analyses theoretical aspects of employees motivation system in public sector, and main motivators of public sectors. The second part contains research methodology. The third part analysis results of empirical research. The Master‘s thesis is ended up by conclusions and recommendations.
