The core problem of the research – an attempt to improve activities of civil service institutions depends on ability successfully and rightly to motivate civil servants. The civil service institutions must find the methods to improve employees’ motivation, because only motivated employees can reach the aims of organization and improve the quality of public service offering. General public is making greater demands for government’s representatives, because public welfare depends on their decisions and work quality. Only well motivated civil servants can achieve organization’s goals, improve quality of civil services. That is why motivation of civil servants and civil services sector as a whole at present day is topical question for public administration and management. Research work for master degree is composed of three parts. First part describes conception of motivation, needs and motives for human activity, motivational measures. Trying to better understand importance and variety of stimulus and their influence on worker‘s motivation, this research overlooks main features of motivation theories. Second part of research analyses civil servants motivative aspects and valid enactments of Lithuanian Republic. Also there are overlooked motivative systems in other countries’ civil service. Third part includes empiric method of research – questionnaire, to analyse Kretingo’s district municipality‘s workers. In third part it is attempted to find out civil servants’ motivation‘s features and to determine motivative factors. Researched hypothesis, that present civil servant motivation system in Kretingo‘s district municipality is not effective, was approved. Research in Kretingo‘s district municipality‘s administration showed that workers are not completely satisfied with their work and most of them are thinking about changing their workplace. Main factors for working in civil service are good relations with co-workers and chief, also interesting job, social assurance and work conditions. |
